What is the Kandiyohi County
Comprehensive Water Management Plan?
Kandiyohi County adopted
the original Comprehensive Local Water Management Plan (CLWP) in
December 1991. The first revision was completed by December 1995,
and became effective January 1996, with an end date of December 31,2001.
The second revision of the Water Plan was to be completed by December
31, 2000, and effective January 1, 2001, but Kandiyohi County requested,
and was granted, a two-year extension from the Board of Water and Soil
Resources. The extension was requested based on numerous watershed
projects already underway. This third generation Water Plan will
be for the time period of January 2003 through December 2012 (ten
years).
The third generation
plan is organized and divided into six chapters. Chapter one is
the introduction. Chapter two through four include the fifty-five data
items required in the plan. These three chapters are broken down
further to include Kandiyohi County and Kandiyohi County's special land
uses and conditions. Chapter five, which probably is the most
important section of the plan identifies goals, objectives and actions
pertaining to issues and concerns related to water issues in the County.
Chapter six provides details on plan administration.
The updated third
generation Comprehensive Local Water Plan will serve to guide water
planning in the future. In 2007, the Five Year Focus Plan needs to
be reviewed and amended by the end of December 2007. Following
BWSR approval, the amendment will be officially approved by the County
Board, and will guide water planning efforts through 2012. During
this time opportunities will exist to amend goals, objectives, and the
work plan, as needed, to incorporate new data and address new issues as
they emerge. Kandiyohi County will continue to build on it's past
accomplishments and encourage new programs and opportunities for the
effective management and protection of its water and land resources.
The CLWP is reviewed annually by the Water Plan Task Force which set
priorities annually for the upcoming year when the Natural Resources
Block Grant is submitted to BWSR by the Water Plan Coordinator.

What is the Water Planning
Task Force?
The Kandiyohi County Water
Planing Task Force (KCWPTF) is made up of 20 individuals appointed by the
County Board. The KCWPTF will ensure coordination and implementation
of the Kandiyohi County Comprehensive Water Management Plan through the
task force.
These 20 individuals
represent local government units, sportsman groups, lake associations, and
various agricultural and commercial businesses that deal in both
groundwater and surface waters in the County. The task force meets
at a minimum of four times per year.
Kandiyohi County Water
Planning Cost-Share Program
The State of Minnesota
annually provides grant dollars along with a match from the County to
implement the Comprehensive Water Plan.
The total amount of grant
dollars from the State and County equals $37,500
These grant dollars have been
made available to individuals, organizations, and local government units
to cost-share projects which address surface and groundwater issues.
Applicants requesting funds
from the task force have to fill out a one page application describing
their project and the amount requested. The applicant presents the
application to the task force at their regularly scheduled meeting.
The cost-share program may
pay 50% of the total cost of the project no to exceed $3000 per project.
The amount the applicant requests has to be matched in in-kind services or
cash on a one for one basis. The task force provides recommendation
to the County Board for either approval or denial for the request for
funds from the applicant.
