Shoreland alteration Permits are required for movement of more than five (5) cubic yards of material, repair and reconstruction of retaining walls, a sand beach area, stairways within the shore impact zone, and a deck or patio within the shore impact zone. Any alterations within the shoreland area below the ordinary high water level may require a permit from the Minnesota Department of Natural Resources.  The local DNR (division of Waters) office is located at 10590 County Road 8 NE, P O Box 457, Spicer MN  56288. 320-796-2161
